Our Strategic Priorities (2025–2029)

5 Pillars to Empower Youth and Build a Peaceful Nation

The SSNYU Strategic Plan 2025–2029 is a bold roadmap designed to empower the youth of South Sudan. With over 73% of our population under the age of 30, we focus on five key pillars to address challenges like unemployment, peacebuilding, and governance. Our goal is to transform the SSNYU into a sustainable, influential institution that delivers real impact across all 10 states.

Priority 1: Institutional Strengthening

To enhance a sustainable, well-governed, and efficiently managed South Sudan National Youth Union (SSNYU) capable of effectively representing and delivering services to youth across the South Sudan.

Actions

  • Secure land, mobilize resources, and construct a permanent SSNYU headquarters in Juba to serve as the central hub.
  • Recruit and train qualified staff, establish clear roles, and develop an efficient organizational structure for the secretariat.
  • Formulate, implement, and regularly review operational policies covering governance, financial management, human resources, and program management.
  • Develop and implement a resource mobilization strategy, engage with domestic and international partners, and diversify funding sources.

Expected Outputs

  • A fully operational and well-equipped SSNYU headquarters serving as the central hub for youth activities.
  • An efficient and fully staffed secretariat ensuring effective administration and coordination.
  • Comprehensive, enforced, and regularly reviewed policies for transparent and accountable operations.
  • Increased and diversified technical and financial support, ensuring SSNYU’s sustainability.

Priority 2: Youth Entrepreneurship and Job Creation

To empower youth by fostering an entrepreneurial culture and creating sustainable job opportunities, which will address unemployment, reduce social unrest, and enable young people to focus on growing their businesses, ultimately contributing to long-term peace and economic stability.

Actions

  • Implement youth-focused entrepreneurship programs, offering training, mentorship, and access to seed capital and markets.
  • Establish partnerships to provide funding and technical support for youth-led enterprises.
  • Promote vocational training and skills development to increase youth employability, especially in high-demand sectors.
  • Engage the government to operationalize the Youth Development Fund to support youth innovation and entrepreneurship initiatives.

  • Increased youth-owned businesses with access to resources, networks, and markets.

Priority 3: Lobbying and Advocacy

To strengthen the voice and influence of youth in South Sudan by advocating for their rights, promoting youth-friendly policies, and ensuring their active participation in national decision-making processes.

Actions

  • Develop and implement a youth advocacy strategy focused on priority issues such as education, employment, peacebuilding, and social protection.
  • Advocate and lobby the transitional parliament to pass a National Youth Act establishing SSNYU by law.
  • Build the capacity of youth leaders and organizations in advocacy, public speaking, negotiation, and policy analysis.
  • Establish strategic partnerships with government agencies, civil society, and international organizations to amplify youth voices.
  • Organize national and regional youth forums, dialogues, and campaigns to raise awareness and promote youth interests.

  • A comprehensive youth advocacy strategy effectively implemented, leading to increased youth representation.
  • SSNYU is legally established as an independent statutory body.
  • Enhanced capacity of youth leaders and organizations in advocacy and policy engagement.

Priority 4: Visibility, Communication, and Partnerships

To enhance visibility, credibility, and impact of the South Sudan National Youth Union (SSNYU) through effective communication strategies and strong partnerships with local, national, and international stakeholders.

Actions

  • Develop and implement a comprehensive communication strategy, including digital platforms, social media, newsletters, and press releases, to promote SSNYU’s activities and achievements.
  • Strengthen SSNYU’s brand identity through consistent messaging, a professional website, and branded materials.
  • Foster strategic partnerships with government agencies, civil society organizations, private sector entities, and international partners to support youth programs.
  • Organize public events, campaigns, and awareness programs to showcase SSNYU’s impact and engage youth nationwide.

Expected Outputs

  • A well-established and recognized SSNYU brand with a strong online and offline presence, including a fully functional, regularly updated website.
  • Enhanced public awareness of SSNYU’s initiatives, achievements, and impact through digital platforms and traditional media.
  • Strong and diverse partnerships supporting SSNYU’s programs and initiatives.
  • Increased youth engagement and participation in SSNYU activities through targeted communication.

Priority 5: Youth Participation in Governance and Peacebuilding

To promote meaningful youth participation in governance, peacebuilding, and national decision-making processes, including the permanent constitution-making process, electoral processes, and reconciliation efforts in South Sudan.

Actions

  • Facilitate youth engagement in the permanent constitution-making process through consultations, civic education, and representation in drafting committees.
  • Establish youth peace committees and train young leaders in conflict resolution, mediation, and dialogue skills.
  • Organize youth forums, dialogues, and reconciliation initiatives to foster social cohesion and national unity .

Expected Outputs

  • Increased youth representation and contributions in the permanent constitution-making process.
  • Enhanced youth awareness and active participation in the December 2026 electoral processes.
  • Empowered youth leaders with skills in peacebuilding, mediation, and conflict resolution.
